Is your rental property ready for the Healthy Homes Standards by July 2025?


As of July 2025, all New Zealand properties must meet the newly implemented Healthy Homes Standards.

These standards introduce minimum requirements for heating, insulation, ventilation, moisture ingress and drainage, and draught stopping in rental properties - all of which are designed to improve the quality of living for tenants. 

In many cases, these will not be smaller jobs within the typical scale for property management. Shorcom has the capacity to manage these large scale maintenance jobs to bring your property up to the new Healthy Homes Standards before the deadline.

Outline Of Standards

HEATING REQUIREMENTS

✓ Fixed Heaters
Landlords must provide one or more fixed heaters that can directly heat the main living room. Heater(s) must be fixed (not portable) and must be at least 1.5 kW in heating capacity and meet the minimum heating capacity needed for the main living room.

INSULATION

✓ Minimum R-Value
Dependant on allocated zone, the property must meet the required R-value - a measurement of resistance to heat flow. The higher the value, the better the insulation. Across zones, ceiling minimums must reach R 2.9-3.3 and underfloor minimums must reach R 1.3.

VENTILATION

✓ Windows & Extractor Fans
Rental homes must have openable windows in the living room, dining room, kitchen and bedrooms. Kitchens and bathrooms must have extractor fans or an acceptable continuous mechanical ventilation system.

MOISTURE INGRESS & DRAINAGE

✓ Removal of Storm, Surface, & Ground Water
Rental properties must have efficient drainage for the removal of stormwater, surface water and groundwater. Rental properties with an enclosed sub-floor space must have a ground moisture barrier.

DRAUGHT STOPPING

✓ Sealing Gaps & Holes
Landlords must make sure the property doesn’t have unreasonable gaps or holes in walls, ceilings, windows, skylights, floors and doors which cause noticeable draughts. All unused open fireplaces must be closed off or their chimneys must be blocked to prevent draughts.
